This is a hard red 10 Character, Double 10 Commemorative Surcharge.

Set of two distinctive stamps with a single row of four characters in black. The four characters read 中國郵政 Chinese Post.

Kerr lists this overprint as being found on covers only, however this is not the case.

  2.50Y on 3f 2.50Y on 10f black 2.50Y on 10f violet

  2.50Y on 10f black 2.50Y on 10f violet 2.50Y on 20f
    3Y on 10f Black Unlisted
This is a hard black surcharge reading 郵政 Chinese Post along the top, the surcharge below left and Temporary Use below right.

Chan also lists the 10f in violet, this is not listed by Kerr. The surcharge itself is missing from the key in book four of Kerr, making it hard to identify.

Examples of all overprints are shown above.

These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print). Both works are essential for anyone delving seriously into this subject.
